Bio - Tracy’s Father:

Tracy Allan Gibb II was born the son of Tracy Allan Gibb and Vera Lee Nicols in Salisbury, Maryland on February 24, 1966.

Mr. Gibb was married to Melissa Marshall on November 24, 1985. They had four children together; Lori Ann Gibb born on 6/4/85 in Salisbury, Maryland, Tracy Allan Gibb III born 5/8/86 in Salisbury, Maryland, Christopher Michael Gibb born 4/11/91 in New London, Connecticut and Steven Tyler Gibb born 6/8/92 in Silverdale, Washington. Mr. Gibb currently has two grandchildren (Gavin Allan White and Kierstin Ann White)

Mr. Gibb enlisted in the United States Navy in 1986, completing Recruit Training at RTC in Great Lakes, Illinois. Following his recruit training, Mr. Gibb proceeded onto complete numerous courses of instruction to include basic and advanced electricity and electronic theory, operation and maintenance of various weapon control systems, ordnance and weaponry, as well as tactical training in shipboard engagement, as well as other specialized warfare skills. Mr. Gibb received specialized warfare qualifications in submarine warfare, as well as several other forms of specialized warfare. He was granted a Top Secret Clearance in 1987 and faithfully served his country during Operations Just Cause, Operation Desert Storm/Desert Shield (Iraq War) and several other less publicized operations. During his service to his country he was decorated numerous times. Some of his awards include:

Petty Officer Gibbs tenure in the Navy was unexpectedly cut short when he was injured in the line of duty while participating in classified operations overseas in 1991. He was medically evacuated back to Washington State where he underwent numerous procedures to rectify his injuries. After approximately one year of medical attention and intense physical therapy, he was unable to physically recover well enough to maintain the specialized qualifications that were required to fulfill his naval obligations. Mr. Gibb was honorably discharged with a Service-Connected disability in 1993, stemming from his “in the line of duty” injuries.

Mr. Gibb returned to the Eastern Shore of Maryland where he was immediately employed as a Payload Electronic Technician for the NASA Sounding Rocket Program at the NASA Goddard Space Flight Center, Wallops Flight Facility located in Wallops Island, Virginia. Mr. Gibb excelled in this capacity and was promoted to lead status shortly after his arrival. Mr. Gibb assumed the role of Electrical Fabrication Supervisor in 1999, and was then promoted to his current position of Mission Manager in 2000. He has served faithfully and tirelessly in this capacity ever since.

Mr. Gibb has supported more than one hundred NASA sounding rocket missions worldwide. He has been credited with managing missions that were directly responsible for numerous accomplishments from the discovery and scientific research of celestial bodies, comets, unexplained upper atmospheric phenomena, the Aurora Borealis (featured on the Discovery Channel) to advancements in a broad and diverse spectrum of technological fields. He has worked with numerous experiments and scientific instruments that have been flown on board the space shuttle, sounding rockets, scientific balloons, DOD and other delivery systems for military, government, commercial and academic clients. During this time period, Mr. Gibb has received numerous awards and citations for his support of the missions he has managed. Some of his awards to include:

For the last four years, Mr. Gibb has been fully engaged with support of the U.S. Missile Defense Agencies, Ballistic Missile Defense Program. His primary objective has been to help develop, implement and qualify for service the AEGIS Ballistic Missile Defense and Standard Missile-3 System that is currently tasked with protecting the United States and our Allies from ballistic missile attack. Mr. Gibb continues to serves in the capacity of Mission Manager for teams of engineers and technicians that develop, fabricate, test and launch threat-representative systems as an integral part of this Program. These threat-representative systems are utilized to train and qualify the soldiers, sailors and defensive systems used to track, intercept and destroy ballistic missiles before they would be able to reach the United States or our allies. This very system was utilized to intercept and destroy an errant U.S. spy satellite in February, 2008. Mr. Gibbs tireless dedication and unwavering commitment to this Program have been crucial and key in its development and can be directly attributed with furthering the protection of the United States, its citizens and our allies from ballistic missile attack.

Mr. Gibb has spent his entire professional career in the service to his country. Whether launching sounding rockets for NASA, maintaining complex naval weapons systems, or helping to develop systems that can track, intercept and destroy ballistic missiles, Mr. Gibb has consistently demonstrated outstanding qualities in leadership, commitment, safety, management and quality assurance. In every position, he has successfully developed new and innovative ways of streamlining systems and procedures to reduce cost and increase performance, safety and reliability.

Mr. Gibb volunteers as a firefighter for his local fire department and has served in numerous roles and capacities such as Ladder Lieutenant, Engine Lieutenant and Fire Boat Captain. He has served on the Board of Trustee’s for the Salisbury Fire Department, Inc and has received the City of Salisbury’s Life Saving Medal for the heroic efforts put forth to save a life. He has also received numerous unit citations from the City of Salisbury.

Mr. Gibb is also a member of Masonic Centennial Lodge #221 located in Salisbury, Maryland.
